xboxtex Short answer is only to the app.When the camera detects a moving object,it generates an alert message,and the cloud server then sends it to your app.If you have a memory card installed it will record the alert video or (cloud storage could be subscribed then you could download the video for viewing,you can only download alert videos when you have memory card in camera or subscribed cloud storage. PC software instructions can be found here ipc360.org pc

xboxtex I have tried to record and then plug in the charging cable, and it stops the recording so the answer is no.
